Are the Grammys live?

So the Grammys claim to be live. The E! Grammy pre-show claims to be live. It is on right now, at 8pm in California, so is it also on elsewhere in the country? Are they really showing at 11pm in New York? Or was it live for the East Coast and it's being played back later for everyone else in the country in order to keep the "prime time" spot?? I'm so confused, is this live or not?
