Is it still legal to videotape emergency personnel and there vehicles?

Ive been told twice that i can't. Once by the sheriffs dept, and once my my local police dept(east Syracuse police dept) , that i cant do that. the officer told me to leave. so i left. i find it ridiculous, that i am being told i can not do something, even if its legal, im not video taping the victims, just the apparatus.
